It has been reported that Northwest Schools tried many times to contact Children's Services and received no return calls.
It has been reported that the step-father was physically abusive on several occasions.
Commissioner Davis also reminded the press that there was an open warrant for the step father and should have never had the opportunity to be on the roads with the children.
There is a crisis: Not enough foster homes.
There is a problem: Foster training is not local or easy to obtain.
Necco has repeatedly tried to open a local training facility (at their own expense) but, it's been reported that they are being turned down by Children's Services. So, it leaves potential foster parents to travel either to Chillicothe or Athens for training.
If you watched our live interview with Mrs. Hall, representative from CPS, she advocated for the facility in Athens. When asked about Necco being able to open a local training facility, the response was "possibly".

To be a Foster Parent, there are some misconceptions about the qualifications. Here are the top 5 answers to those frequently asked questions.
1) You can be single
2) You do not have to be a homeowner
3) You may be a same sex couple
4) You may choose the age range of child you would like to provide care
5) You do not have to be "Rich".
The income qualifications are fairly low. They just want to make sure that you can cover the expenses of the child for the first month. They do not "pay" foster parents. They "reimburse" the foster parent for each child and each day that they spend in your home.
While there are significant issues with the "powers that be" and struggles with how to move forward. That doesn't (in any way) diminish the need for Foster Parent's.
At last count, there were 216 children "in the system" and only 20 Foster Homes. Politics and Administration bickering aside, there is a need. It's more than a need. You pick the word: Crisis, Epidemic, Emergency, etc.
The children need help.
