Amazing work by the Portsmouth Police Department. Today, at around 4:30 pm, a call came from DESCO informing they had a person trying to pass a stolen check. When the first responding officer approached, the suspect took off, on foot. Here is the audio of the Portsmouth PD and their organized efforts to quickly capture the suspect.
An arrest is not a conviction. All subjects are presumed innocent until proven guilty
Great work by the employees at DESCO and our Portsmouth, Ohio Police Department. At this time, we are unaware if the other adult (with the child) was interviewed. We will receive a full report from the Portsmouth PD in the morning. This will be updated if new information comes to light.

Upon receiving a copy of the Portsmouth PD's police report, some other details can be made available.
According to the report, in addition to the syringe that was discovered at the scene (your heard on the audio file) there were two baggies that the suspected identified as "ICE" or methamphetamine. Those baggies have been sent to Ohio BCI for lab testing.
Also, the question became: How did DESCO know the check was stolen? According to statements within the report, the suspect (along with an uncharged female) had been at the bank earlier with another check for $550 (which was cashed).
The owner of the checks noticed the transaction and called DESCO to inform them that some of his checks must have been stolen. When the suspect returned with a second check to cash, the alerted Portsmouth PD.
This case remains under investigation. There are more parties to interview (including the person who stated his checks were stolen). The possibility for additional charges, in this case, remains open. Of course, we will update as we learn more.
